DICK BLACK, Senior Consultant, a Virginia associate, was a member of the Virginia House of Delegates from 1998-2006. His committees included Transportation, Education, and Courts. His staff ran over 30 political campaigns, electing many current Virginia officials.
As a top Pentagon lawyer, Colonel Black supervised attorneys drafting federal legislation and executive orders for the President. He testified before Congress and served on the Joint Services Committee on Military Justice. He became a partner in the firm of Taylor, Horbaly and Black, and was a frequent guest on CNN, Fox News, and MSNBC.
In 2003, The National Right to Work Committee named him America’s Legislator of the Year and the Brent Society named him Virginia’s Distinguished Legislator in 2005.
