Mick Staton

MICK STATON serves as President of Capitol Link. Mr. Staton served in the U.S. House of Representatives
from what is now the 2nd District of West Virginia. His committee assignments included Small Business and Interior
& Insular Affairs. Prior to that he was Vice President for Data Processing for One Valley Bank, the largest bank in
West Virginia. Recently, he was chief political advisor to the U.S. Chamber of Commerce and was National Executive Director
of the Chamber's political action committee.

Lynn Staton

LYNN STATON is Senior Vice President and Corporate Secretary/ Treasurer of the firm. She is
responsible for all information processing services of Capitol Link as well as managing the firm's office. Mrs.
Staton maintains strong contacts on Capitol Hill in order to have a greater impact on legislation. She is a graduate
of West Virginia University and completed her graduate studies at Indiana University Medical Center.

Bill Cobey Jr.

BILL COBEY JR., Senior Consultant at Capitol Link, serves as one of the firm’s North
Carolina associates and is responsible for business development and client consultation in North Carolina.
Mr. Cobey has served in the U.S. House of Representatives from the Fourth District of North Carolina, as
Secretary of the North Carolina Department of Environment, Health and Natural Resources and Deputy Secretary
of the North Carolina Department of Transportation. He is a graduate of Emory University and holds an M.B.A.
from Wharton School at the University of Pennsylvania as well as an M.ED. degree from the University of Pittsburgh.

Mick Staton, Jr.

MICK STATON JR. is Vice President and Director of Research. He received a Bachelor's
Degree in Political Science and a Master’s Degree in Public Administration from West Virginia University.
He is an elected public official serving as the Sugarland Run Supervisor on the Loudoun County, VA Board of
Supervisors where he chairs the Transportation/Land Use Committee as well as serving on the Finance Committee.
In addition, Mr. Staton has received training in survey research and has completed a course in campaign management
at the prestigious Leadership Institute. Mr. Staton has assisted in a number of political campaigns, including his
father’s Congressional races. He has worked on every aspect of a campaign including fund raising, polling, debate
preparation, strategy and media. Mr. Staton also works with grants.

Cynthia Staton

CYNTHIA STATON is Vice President and the firm’s specialist in healthcare matters.
She received a Bachelor’s Degree in Psychology from West Virginia University and a Master’s Degree in
Healthcare Administration from The George Washington University. From January 1993 until August 1997,
she was with the University of South Alabama Medical Center. Ms. Staton is skilled in billing, workflow
processes, healthcare advertising and public relations work as well as healthcare accounting systems.
She is an excellent writer and has authored many successful grant applications.

Dick Black
|
DICK BLACK, Senior Consultant, a Virginia associate, was a member of the Virginia
House of Delegates from 1998-2006. His committees included Transportation, Education, and Courts. His staff
ran over 30 political campaigns, electing many current Virginia officials.
As a top Pentagon lawyer, Colonel Black supervised attorneys drafting federal legislation and
executive orders for the President. He testified before Congress and served on the Joint Services Committee on
Military Justice. He became a partner in the firm of Taylor, Horbaly and Black, and was a frequent guest on CNN,
Fox News, and MSNBC.
In 2003, The National Right to Work Committee named him America’s Legislator of the Year and the
Brent Society named him Virginia’s Distinguished Legislator in 2005.
